Management principles

In 2017, Dmitry Medvedev and Dmitry Rogozin, who then held the posts of Prime Minister and Deputy Prime Minister, respectively, suggested dividing powers in the development of the NSR between Rosatom and the Ministry of Transport of the Russian Federation.

In 2019, the delineation of authority in the development of the NSR between the state corporation Rosatom and the Ministry of Transport of the Russian Federation was completed.

Now work on the development of the Northern Sea Route is performed in accordance with the principle of "two keys". This means that there are areas of joint jurisdiction of Rosatom and the Ministry of Transport.

In the event of disputes between the departments, the final decision is taken by the Government of the Russian Federation.

Normative regulation remained under the jurisdiction of the Ministry of Transport, while Rosatom received commercial and economic functions.
 

Rosatom is responsible for 

  1. Management of the Arctic icebreaker fleet
  2. Creation of ports and infrastructure facilities in the water area of the NSR
  3. Development of proposals for the development of the NSR
  4. Management of state property
  5. Organization of safe maritime traffic

State Corporation Rosatom is endowed with the functions of the chief administrator of budgetary funds, recipient of budgetary funds, and chief administrator of budget revenues.

A number of acts in the sphere of the functioning of the NSR are subject to approval by the Ministry of Transport in agreement with Rosatom:

  1. Mandatory regulations in the seaport located in the water area of the NSR
  2. Rules for icebreaker assistance of ships
  3. Rules for icebreaker assistance of ships and piloting of ships along the routes of the water area of the NSR
  4. List of port dues levied in the port of the NSR
  5. The decision to open the seaport of the NSR
  6. List of seaports of the NSR
  7. Regulation on hydrometeorological support of navigation of ships

 

The Ministry of Transport of the Russian Federation is responsible for

  1. Normative regulation of the NSR shipping
  2. Compliance with Russia's international obligations
  3. Implementation of federal state supervision in the sphere of transport
  4. State port control over ships
  5. Approval of the list of sea dues
  6. Management of captains of sea vessels
  7. Control of ensuring the safety of navigation

The social and economic development of the Arctic territories is within the competence of the Ministry of the Russian Federation for the Development of the Far East and the Arctic.
