In order to define and systematize the needs of all users of the NSR for safe, uninterrupted, economically profitable and year-round shipping, State Corporation Rosatom, in accordance with the decisions of the Russian leadership, performing the function of the infrastructure operator of the Northern Sea Route, proposed to create a Public Council of the Northern Sea Route, which included specialists from Russian and foreign organizations interested in Arctic navigation and having the appropriate competence.

The main purpose of the Council's work is to form expert opinions on significant issues in the development and sustainable functioning of the Northern Sea Route, including the development of the infrastructure of seaports located on the coast of the NSR, identifying the needs of users of the NSR in safe, uninterrupted, economically profitable and year-round navigation, including with the use of the best world practices and taking into account international experience.
